CCNY Appoints First Permanent Dean of the Colin Powell School


Vince Boudreau, former director of the Colin L. Powell Center for Leadership and Service, takes helm of new school.   


Marking a major milestone in the life of the Colin Powell School for Civic and Global Leadership, Vince Boudreau stepped into the position of the school’s first permanent dean on January 1, 2014. Dean Boudreau, former director of the Colin L. Powell School for Civic and Global Leadership, takes over from Jeffrey Rosen, who served as interim dean since school’s inauguration in April 2013. "Vince Boudreau has a strong history of leadership and administrative experience that began almost immediately after he arrived at City College as a faculty member more than 20 years ago,” noted Lisa S. Coico, president of the City College of New York. “His long connection to the college and keen ability to conceptualize, construct, and cultivate academic programs are valuable assets to the Colin Powell School and our students." The appointment is pending a final vote of approval from the City University Board of Trustees. 

As might be expected from the center’s director, Dean Boudreau has already invested himself deeply in the Colin Powell School's launch. His initiatives include establishing an exciting and ambitious slate of public programming that includes “Conversations with City,” a high-profile series of breakfast talks at the University Club, a collaboration with other CCNY divisions on the yearlong Human Rights Forum, which features seminal human rights professionals, and the school’s lecture series and a celebration of the 75th anniversary of its distinguished psychology department. Dean Boudreau is also inaugurating a new internship-based “Colin Powell School in Washington” program. Most importantly, he is ramping up an initiative that is at the heart of the new Colin Powell School: an expanded Office of Student Success that brings under one umbrella advisement, fellowship, internship and research opportunities; services such as emergency funding; and vetted programs such as peer mentoring and peer tutoring.   

New Initiatives 

“I’m tremendously excited about our new initiatives, and what they will mean for our students, for the broader campus community, and for the public,” Dean Boudreau said. “Together with the great work of our departments and programs, we are establishing a presence in New York that people want to know about and be a part of.” In the spirit of this openness, the Colin Powell School welcomes the public on February 27, with a full menu of open events that includes two noteworthy talks, campus tours, opportunities to visit classes, and a "Meet the Dean" celebration. Dean Boudreau’s focus on student success stems, in part, from his stewardship of the Colin Powell Center from 2002 to 2013. During this time, the Center embarked on a vital program of student-focused activity, which emerged as an elaboration of CCNY’s historic mission: to ensure that students from under-resourced backgrounds receive an extraordinary education and a robust program of leadership training, and that our city and nation reap benefits of an educational institution dedicated specifically to meeting the needs, and cultivating the talents, of the full spectrum of young people living in New York.  

Expanding Programming 

Under Dr. Boudreau’s direction, the Center developed rigorous leadership programming, which eventually grew to support almost 100 students annually in four separate scholarship lines. Similarly, he played a key role in the growth and expansion of the Center’s community engagement and service-learning programs. Along with service-learning projects, the Center established a set of faculty fellowships supporting research conducted in partnership with community organizations, and a public scholarship program that promotes the dissemination of faculty research in usable forms for broad public audiences. 

To set and achieve these goals, Dr. Boudreau worked closely with General Colin L. Powell, USA (Ret.), several CCNY presidents including President Lisa S. Coico, a distinguished advisory council, and an expanding array of partners and supporters. Dean Boudreau, a specialist in Southeast Asian politics, the politics of protest, state repression and collective violence, joined the City College faculty in 1991. He has directed the MA Program in International Relations and the Undergraduate International Studies Program, and has served as deputy dean of social science and chair of the political science department. He was also recognized as CCNY’s “Teacher of the Year” in 2009. He serves on the editorial committee of Comparative Politics and Kasarinlan, and his latest book Resisting Dictatorship: Repression and Protest in Southeast Asia was published by Cambridge University Press. Dean Boudreau received his Ph.D. from Cornell University in 1991.
